"Advice on sale of estate property"

    My brother is Executor of the estate for our deceased parents in Georgia. Can he sell the family home for below market value to his son without the other 2 heirs agreeing to it in writing? We have looked the will over and we do not see anything giving him the authority to do this. A friend has advised us he has already sold it and this would be considered a conflict of interest and fraud. What can we do if he has already sold it? A neighbor wanted to purchase the home for their parents for more money and he declined the offer. He told them he already had a buyer. I have more info if you need it.
