The Willowbrook Mall area does have lots of apartments around. Some of them look fairly nice. That area is really busy and congested with cars though. It's one of the busiest areas in Houston which is saying something. Also the crime rate has risen in the area. If you want to live near Willowbrook there are areas close to it but without the crowds. Try Tomball, Cypress, or even the area around the HP campus. If you want space (acres of land) and are willing to travel about 30 minutes from Willowbrook check out Magnolia. If you're interested in budget friendly things to do and buy in the Houston area, visit SpendWiselyTexas.blogspot.com. For more relocation advice see MoveToHoustonAnswers.blogspot.com.

If you are 55 or older you can get into a adult community gated apt. There are many in Harris county. I just moved down there from Austin and was amazed at how many there were. So check around, you could live in any area.
